Page 199. Paragraph 2. That scene really gives you a glimpse, or actually a picture, of how neglectful public education was for non-English speaking immigrants and minorities in general, a couple of decades ago. Do you see improvements in public education for ESL students and minorities in 2018?

  2. Yes. I inferred from the text that the teachers had no care for Alfreds' education or Puerto Rican children in general. They didn't provide them with basic needs to understand the class and excel like the rest of the students. Obviously children from PR would have trouble understanding English, being from a Spanish speaking country, English is probably not their first language. So they would need specialized teaching, so they could reach their full potential. I think an example of public education recognizing their non-English speaking citizen, was creating the ESL program.
